First time in history, Member State can attribute grants for recycling and waste management, without formal advice of the European Commission. Commission checked out the General Regulations of Exemptions by Categories. They allow grants inside the community market. In the first of July of 2014, it is coming into force, but after the official publication on the DOUE. These regulations are a really important part of the legislation about national grants of the EU. It means, there are the rules that determine when a Member State can provide economical support to the companies o to the industries. Recycling and waste management grants are compatible with domestic market, but only when they respect European Waste hierarchy and they should provide an advance in the technique state of art, beside other requirements. European Union changes the Regulations of movement of waste into State Member and third countries. The European Union Board made changes into the Regulations 1013/2006, 14th of June, 2006 relating to waste movements, law frame of waste movement into State Member of European Union and Third Parties. This modification reinforces measures that secure an efficiency development and control waste movements in EU. From the 1rst of January, 2007, State Member should do inspection plans that contain goals and priorities, geographical areas to cover, and empower tasks to any relevant authority in waste sector. These inspection plans are based in environmental risk tests and they will be checked and up to date every each three years. This report is the JRC-IPTS contribution to the development of the end-of-waste criteria for copper and copper alloy scrap in accordance with Article 6 of Directive 2008/98/EC of the European Parliament and of the Council on waste (the Waste Framework Directive). The purpose of end-of-waste criteria is to avoid confusion about the waste definition and to clarify when certain waste that has undergone recovery ceases to be waste. Recycling should be supported by creating legal certainty and an equal level playing field and by removing unnecessary administrative burdens. The end-of-waste criteria should provide a high level of environmental protection and an environmental and economic benefit. The recitals of the Waste Framework Directive identify scrap metals as a possible category of waste for which end-of-waste criteria should be developed. Consequently, the Environment Directorate-General requested from the JRC-IPTS a study with technical proposals on end-of waste criteria for copper and copper alloy scrap. Following the strategy of reducing waste, the European Parliament determines to forbid dangerous plastics and one-use plastic bags. They got the resolution voting by a show hands. The members of the European Parliament pressure to engage with the obligatory nature to obey the rules about plastic recycling. Now, there are few regulations, and people don´t follow them, so plastic waste is damaging environmental. Dangerous plastics should be retired. One-use plastic bags, should be reduce drastically and far away we should give up using them. Also, exportation and illegal discharge should be stopped. Members urge to check up the current directive relating to packaging and package waste.
