Miguel Arias Cañete defended

the clarifications of the Environmental Responsibility Law in the debate of the Lower House Commission, where he claimed that all the changes don ´t minimize prevention or repairing damage, on the contrary the new project maintains and strengthens the environmental responsibility. The rule states that who causes damage, he will commit to repair it. Arias Cañete, said that the goal of the project is in fact to apply finally the Rules of Environmental Responsibility. They tried to mend the difficulties that make impossible the final application. These objectives include the compulsory of the application of the environmental responsibility and an easy way to implement the law for all the operators that take over environmental risk. The real difficulty in the application of the law in force is that the constitution of the finance guarantee is not claimable. Our minister neither considers that it is acceptable to require the same guarantee to big companies nor companies that assume environmental risk. Our minister remember that this project doesn´t pretend to become an obstacle in the economic development or in the employment creation. But it doesn´t mean we are not going to obey the commitment with the protection of environment and conservation of the natural resources. Proposed modifications in the project, obey scrupulously Advisory Council to the Government recommendations. Spain, is one of the eight Community Members, that has set a compulsory system of finance environmental guarantee. Now the law prevents not evading the creation of the guarantee. Companies with high environment risk have the duty to create the finance guarantee. And now the process of constitution of the guarantee is easy and fast. Source: Econoticias
